The building was erected around 1933, as shown by its building permit, after rue Paul-Doumer was cut through under the street widening and straightening plan drawn up by the town in 1923. The inscription “Etablissements Leibowitz” on the pediment recalls its use as a motor-accessories business in the interwar period; after the Second World War, the ground floor became a café, which for a time continued to sell motor accessories. Of partly exposed concrete with brick facing, the three-bay façade is crowned by a flat pediment with broad steps, which the Inventory describes as a Flemish gable reinterpreted in a modern style. According to the Inventory, these steps and the cornice with tubular motifs allow the building to be classed in the Art Deco style. The building was studied in 2008 by the French general heritage inventory (Inventaire général du patrimoine culturel) as part of the thematic survey of Art Deco heritage in Arras.
